The Desert Paradox: Why El Paso

El Paso occupies a unique position in American water infrastructure. It is the sixth-largest city in Texas, the largest city on the U.S.-Mexico border, and one of the driest major metropolitan areas in the country. To the south, across the Rio Grande, sits Ciudad Juarez, Mexico \u2014 a city of 1.5 million that shares the same water sources but operates under an entirely different regulatory framework.
This geography creates a water challenge unlike any other American city faces. El Paso cannot rely on abundant rainfall or nearby lakes. It cannot simply pipe in water from a wetter region (though it has tried). Instead, it has been forced to innovate \u2014 and that innovation has made El Paso Water Utilities (EPWU) a case study in arid-region water management cited by the Environmental Protection Agency, the Bureau of Reclamation, and water utilities around the world.
According to EPWU's 2025 Annual Water Quality Report, the utility serves approximately 247,000 connections and delivered roughly 36 billion gallons of water in 2025. That water comes from a carefully managed blend of surface water and groundwater, treated at multiple facilities scattered across the sprawling Chihuahuan Desert landscape.
But here is the paradox: the very conditions that made El Paso a leader in municipal water treatment \u2014 extreme aridity, mineral-rich geology, limited supply \u2014 also make its residential water some of the most challenging in Texas for everyday household use.
